Transforming Wastewater Treatment for a Sustainable, Net-Zero Future
In response to climate change and the global shift toward net-zero carbon emissions, traditional wastewater treatment models must evolve to align environmental sustainability with industrial development. To support Taiwan’s “2050 Net-Zero Emissions” policy and the principles of a circular economy, the Department of Water Quality Protection under the Ministry of Environment is actively driving a green transformation of wastewater systems. This includes the integration of innovative approaches such as energy recovery and resource recycling, aiming to enhance the efficiency of treatment facilities while reducing carbon emissions and environmental impacts.
The department's forward-looking wastewater treatment framework is built on four key pillars: Energy Conversion, Smart Technologies, Resource Recovery, and Harmless Treatment.

Energy Conversion: Organic matter in wastewater is transformed into renewable energy. By 2032, the department plans to establish 150 energy conversion facilities, with an expected annual reduction of 830,000 metric tons of CO₂e.

Smart Technologies: Digital tools and automation systems are implemented to improve treatment performance and enable real-time monitoring.

Resource Recovery: Valuable resources and water are reclaimed to promote reuse and circular utilization of water resources.

Harmless Treatment: Strengthened pollutant control and end-of-pipe management help minimize environmental and health risks.
Fostering Private Sector Participation and Industry-Wide Green Transformation
To strengthen incentives for private sector participation, the Department supports the upgrade and transformation of wastewater treatment facilities through a range of measures, including funding for innovative R&D, financial assistance, knowledge sharing, and incentive programs. Initiatives such as the Sustainable Water Award are held to publicly recognize outstanding projects, inspiring broader industry engagement in green development.
Through a systematic approach and multi-stakeholder collaboration, the Department aims to guide Taiwan’s wastewater treatment sector toward a sustainable, low-carbon, and high-efficiency future.
